Advanced regionalization: what results for the Rif's rural areas?
The advanced regionalization reform, launched by the 2011 Constitution and translated into Organic Law 111-14 on regions, aimed to rebalance territorial dynamics in favor of historically isolated areas. This article offers a ten-year assessment focused on the rural spaces of the Tangier-Tétouan-Al Hoceima region.
The analysis combines budgetary data, interviews with local elected officials and field observations of infrastructure works. It shows notable progress on secondary roads and drinking water access, but persistent weakness in territorial engineering capacity at rural municipality level and still insufficient uptake of regional development programs.
